How We Review: PEGASUSPH's Method, Stated Up Front
This site puts the maths first on games because the maths can be shown. With operators the workings are mostly hidden, so the least a guide can do is show its own. PEGASUSPH is an independent guide, not a casino. It takes no deposits, runs no games and pays nobody out. For readers aged 21+.
The rule
Say what the documents say. Say when there is no document. Add nothing.
That rule produces descriptions that are less exciting than a star rating and more useful, because every sentence can be traced to a page the reader can open.
It also keeps the site out of a position it has no standing to take. A guide cannot see an operator's books, queue or decisions. Pretending otherwise would be the same error as quoting a return figure for a game whose provider never published one.
Seven criteria
| Criterion | Public source | Typical wording used |
|---|---|---|
| Licence disclosure | Operator's site; PAGCOR's published list | "Names X as licensee; X appeared on the list on this date" |
| Payment rails | Cashier and help pages | "Lists these e-wallets and bank rails" |
| Terms clarity | Bonus and general terms | "States the multiple and expiry; does not state the bet cap" |
| KYC rules | Verification page | "Requests these documents before first withdrawal" |
| Complaint route | Terms; complaints page | "Publishes an escalation step" or "none found" |
| Responsible-gaming tools | Policy page; account settings | "Offers deposit limits and self-exclusion" |
| Support channels and app distribution | Contact and download pages | "Chat and email on site; app via own-domain file" |
The wording column is deliberate. Descriptions use reporting verbs, not judgments.
Why licence comes first
If no accountable company is named, the remaining six criteria describe promises with nobody behind them. The check is simple and repeatable: the name on the operator's site, compared with the regulator's published list, with the date noted. It is a snapshot and is labelled as one.
Payment rails without guesswork
Public rail facts are stated: InstaPay is real-time and has a cap on each transaction; PESONet is processed in batches on banking days. Operator facts are not guessed. The time an operator takes to approve a cashout, its minimums and its charges are set by the operator: check its cashier page.
Terms in pesos
A bonus is described by what it would require in pesos under its own published terms. If a term needed for that sum is missing, the description says which one. The site does not round, assume or fill in a "typical" figure.
Verification, disputes and limit tools
These are reported as published: which documents, at what point; whether a complaints path exists beyond chat; which limit tools a player can set alone. How they work for an individual cannot be observed from outside.
Contact channels and app delivery
Only channels linked from the operator's own site are treated as support. The way an app is distributed is recorded because it determines how exposed players are to counterfeit installers.
What no guide can verify
- That a withdrawal will be paid, or when.
- That a website using a brand name is run by the licensee.
- That terms are applied as written.
- That support will respond.
PEGASUSPH does not claim to have tested any of these and holds no accounts for the purpose.
Partner links and wording
Some links to operators are partner links. If you sign up through one, the site may be paid a commission. That arrangement does not change wording: no caveat is removed, no criterion skipped, no description improved. There are no rankings for money to move.
When pages go out of date
Each page lists its modified date. Operators revise terms freely, and where the operator's page differs from this one, the operator's page is current. Corrections can be requested via the About page and are made in place.
Frequently Asked Questions
Is this a recommendation system?
No. It is a reading of public documents. What to do with it is the reader's decision.
Why are there no payout times in descriptions?
They are set by each operator and published on its cashier page. Repeating or estimating them here would risk being wrong.
Does commission change what you write?
No. Partner links are disclosed and have no influence on wording or omissions.
